Whichever route you take, you apply first and the office or the ministry then confirms a date, time and place. You attend in person: the category B exam is oral, in front of a panel, and there is no remote or online option.

Category B is one national Croatian qualification. The syllabus, the fee, the documents and the certificate are identical wherever you sit it, so choosing this office over another changes only your travel, not your exam. Most people pick the office nearest where they will be staying.

Yes. All eight harbour master's offices run the category B exam. It is one national qualification, with the same fee and the same documents everywhere, so the office you choose changes your journey, not your exam.
The ministry gives three routes: the office directly by phone or e-mail, the ministry centrally at voditelj.brodice@pomorstvo.hr, or the e-Pomorac portal. You apply first and a date is then confirmed to you.
As far ahead as you can. Exam sittings are scheduled periodically and take a limited number of candidates, so at the height of the season the next free slot can be weeks away. If this office is full, it is worth asking a neighbouring office or the ministry.
